Family Background
Badruddin Khan comes from a family of FREEDOM FIGHTERS. His grand father, Janab Inayat Khan Sahab was one of the first recruit of Indian National Army (INA) established by Netaji Subhash Chandra Bose in 1942. He was also a proud doner to INA who donated Rs.500/- during the fund raising drive in Chandni Chowk, Delhi.

Badruddin Khan is committed to implement the following 5 Aims and Objectives of India Islamic Cultural Centre (IICC) which has not been done during past 20 years. During his tenure as Secretary, IICC he has already taken some of the landmark initiatives, in line with its Aims and objectives to transform IICC into a world class institution.
- (i) To promote mutual understanding and tolerance among the diverse citizens of India.
- (ii) To remove misunderstanding about Islam and its teachings.
- (iii) To promote an awareness of the ethos of Islamic Culture.
- (iv) To assist in the creation of an ethical society based on tolerance, universal brotherhood love and charity.
- (v) To promote mutual understanding, appreciation, and amity between the people of India and those of the Islamic world, through a study of each other’s past and present civilization and a mutual exchange of knowledge and information relating thereto, and by providing facilities that would lead to a fruitful interaction between them and an appreciation of each other’s contribution to world civilization. India Islamic Cultural Centre (IICC) with its Aims & Objectives can play a crucial role in fostering harmony, social reforms, and India’s development.
He is also committed to completely implement the Memorandum of Association (MoA) and frame the Rules & Procedures to make IICC a truly professional organization.

Important activities/Programmes undertaken for the welfare of IICC from 2019-22:
Presentation to Islamic Relief Fund (USA): A delegation of Islamic Relief Fund (USA) coordinated by its Director, Dr. Akmal Sharif visited IICC. He was given the responsibility to prepare a power point presentation and also to give the presentation to the visiting delegation to seek financial assistance to support building expansion plan and new initiatives of IICC.
Quran Workshop on 02nd May 2019: In line with the Aims and objectives of IICC, organized a Quran workshop. Made wide publicity through personal contact and social media across India. The programme was appreciated by the Members of IICC and people from across the societies.
EID MILAN on 09 June 2019: Organize EID MILAN function which was attended by 500 Members of IICC, dignitaries and important guests. Made necessary arrangements i.e. designing invitation card, list of invitees, confirmation of Guest.
International Yoga Day on 21 June 2019: He along with Member of BOT, Mr. Abuzar Hussain Khan, organized International Yoga Day in India Islamic Cultural Centre (IICC), which was attended by over 300 Members of IICC and important people from all walks of life.
Visited to (Chicago) United States on 4 July 2019 to raise financial support for the expansion of IICC: He met Dr. M. Khutbuddin, President, American Federation of Muslims of Indian Origin (AFMI) along with his son Dr. Mairajuddin in Chicago to seek support for various new initiatives being undertaken by IICC and for the expansion plan of IICC. Dr. Khutbuddin expressed his happiness about the functioning of IICC and assured all possible support from AFMI for the future plans of IICC. He asked me to send detailed proposal in this regard. Both, Dr. Khutbuddin and his son Dr. Mairajuddin are members of IICC.
He also visited Islamic Centre of Naperville, Chicago and met Jb. Shoaib Khadri, President of the Centre, Jb Shaik Maqsood Quadri, President, Indian Muslim Relief & Charities, Jb. Aiman A. Beg & Jb. Ashfaq Hussain Syed to seek support for India Islamic Centre (IICC). I was also accompanied by Dr. Khutbuddin Sb, President, American Federation of Muslims of Indian Origin (AFMI). He updated them about the new initiatives IICC have taken, including re-start of Civil Services Coaching and Expansion Plan. They have promised to extend all possible support for the furtherance of aims & objectives of IICC. They also desired that IICC should create a bridge between Govt. and Community which will create much needed platform to establish dialogue on important issues time to time. They also extended their good wishes for the President & Members of Governing Council of IICC.
Visit to Saudi Arabia, Riyadh on 30th July, 2019: During his personal visit to Saudi Arabia he also availed the opportunity to meet Brother Murshid Kamaal, Head, Riyadh Chapter of IICC & Brother Akhtarul Islam & sought their support for the expansion plan and educational/ training initiatives of IICC. While expressing their whole hearted support for the new initiatives of IICC, Brother Murshid Kamaal was much interested to establish a world class school. They have conveyed their best wishes for the successful tenure of the newly elected Governing Council.
He also met brother Mutayyab Sb & Brother Humanyun Hashmi, President & Vice-President, AMUOBA, Riyadh to seek their support for IICC. They promised to extend full support & congratulated Governing Council of IICC for taking important initiatives specially in the field of education.
Visited to Jeddah, Saudi Arabia on 31st July, 2019: He also had the opportunity to meet Prof. Asif Daudi, Hon’ble Member, IICC and requested him to gather support for the expansion plan & new initiatives of IICC.
He organised the screening of film “RIZWAN” based on the true story of Rizwan Adatia on 08 September 2019. He personally invited the guest and made related arrangement.
Seminar on study abroad on 25 September 2019: He organized a seminar on STUDY ABROAD with the help of Mr. Sunil Shah, Founder “Fact ACADEMY” to guide students to Study Abroad (with scholarship) & Career Planning which was attended by MEMBERS of IICC, PARENTS, STUDENTS, TEACHERS, EDUCATIONISTS, NGOs, SOCIAL WORKERS.
Play on the life of Maulana Abul Azad on 09 November 2019: Organised a play “Maulana Azad ki yaad mein” based on Ghubar-e-Khatir on the occasion of 131st Birth Anniversary of Bharat Ratna Maulana Abul Kalam Azad written & Directed by Dr. M. Sayeed Alam, Director, Pierrot Troupe.
11.Celebaration of Guru Nanak Devji Prakash Parve on 15 November 2019: Organized Guru Nanak Devji Prakash Parve celebration in which Smt. Harsimrat Kaur Badal, Union Minister was invited as Chief Guest.
12.Jalsa Seerat-Un-Nabi on 02 December 2019: Organized the programme professionally invited all the speakers and two Union Minister Gen. Dr. V. K. Singh and Shri Prahlad Patel. The programme was very well attended and appreciated because of the inclusive participation of the people from all faiths.
13.Christmas Celebration on 30 December 2019: Organized the Christmas celebrations. Invited Shri K. J. Alphons, Hon’ble MP as Chief Guest, Shri Akhilesh Mishra, Director General, Indian Council for Cultural Relations, prominent people from Christian community and invitees from different walks of life.
14.Regional Centre of IICC at Manipur: He had a meeting with the important community members in Manipur led by Adv. Noorul Hasan and they have proposed to establish Branch of IICC in Imphal. Land and building cost will be contributed by them. IICC will have to only share the Brand name. The foundation stone can be laid as early as possible. They have also agreed to have President IICC as Parton and Local Manipuri will be the President of Manipur Centre. Manipur Centre will also have an advisory committee consisting Members of Governing Council of IICC and 5-7 local important individuals.
15.Efforts to establish Education institution like AMU and Jamia: In order to establish Education institution like AMU and Jamia, he has been in touch with numerous individuals, mostly my friends, who can donate a piece of land to IICC to build an educational institution under the Banner of IICC.
Finally, his friend from Bihar, Janaab Fahmi Bari Sb was ready to DONATE 74 Acres of land, located on a highway, at district NAVADA, Bihar. Janaab Bari was also ready to DONATE initial seed money, rest IICC can raise to build a good education institution like AMU and Jamia. The proposal was discussed in details in the Governing Council of IICC.
Contribution as Private Secretary to Hon’ble Governor of Manipur:
Save Loktak (Lake) Initiative (2016) : Loktak is one of the largest sweet water lake in Asia and has been providing livelihood to the people of Manipur. The biggest challenge being faced by the lake is to clean Phumdi (the vegetation) which has covered the larger part of the lake. In order to do that he assisted the Hon’ble Governor in organizing save Loktak Seminar in which stakeholders from Manipur Government, Central Government, NGOs and people from different walks of life participated. He was also instrumental to invite Ambassador of Japan Mr. Kenji Hiramatsu to Manipur in order to seek his cooperation to clean Loktak Lake using Japanese technology.
Skill Development Fair (2017): On the direction of Hon’ble Governor, he organized Skill Development Fair with the partnership of Union Ministry of Skill Development & the Government of Manipur. The initiative was targeted towards providing skills sets to the youths of the state and making them gainfully employed. The event was arunaway hit because over two hundred youths were given employment letters on the spot during the fair.
Mission for Economic Empowerment of Traditional Artisans & Craftsmen (MEETAC) (2017): He also helped the Hon’ble Governor to establish of MEETAC, registered as a Society to accomplish excellence in traditional heritage and develop better livelihood. It aims at promoting inclusive growth by developing the Traditional crafts/arts sector of Manipur as per global standards and making it an important spoke in the wheel of economic activities.
Contribution as Officer on Special Duty (OSD), Government of Manipur:
Flying Doctor Scheme Manipur (2017) : He assisted the Hon’ble Governor and the state Government of Manipur to formally implement the Flying Doctors Scheme to extend Medical Health facilities to the people of state living in far flung hilly areas. He coordinated between state government and North Eastern Council (NEC) for allocation of funds for its faster implementation.
Corporate Houses for the development of State: During the tenure he was constantly working to identify and convince Corporates to visit and invest in various sectors such as Health, Hospitality and renewable energy sector which is primarily important for the development of a state like Manipur under Hon’ble Prime Minister’s Look East Policy.
Contribution as Private Secretary to Hon’ble Minister of Minority Affairs:
His 4 years tenure in the Ministry of Minority Affairs, gave him the opportunity to establish close contract with the Minority community, intellectuals and media across the country. He strengthened the people to people contact and helped the Ministry to formulate some of the important schemes and programs matching the aspirations of the people. He not only assisted the Hon’ble Minister for e-design the existing schemes to make them people friendly but also helped in formulating new schemes and branding them. Following are some of the landmark initiative of the Ministry where he gave his input:
Establishment of Residential Schools under Maulana Azad Education Foundation (MAEF)
As Member of the Committee formed under the ageis of Maulana Azad Education Foundation (MAEF), Ministry of Minority Affairs, Government of India headed by the Secretary, Ministry of Minority Affairs, he along with Prof. Ahrar Hussain, Jamia Millia Islamia studied various models of residential school and prepared a report to establish Residential Senior Secondary Schools across India on the lines of Jawaharlal Navodaya Vidyalaya.
Waqf Reforms:
1.Waqf Amendment Act, 2013, (drafting and fast tracking the process)

3.National Waqf Development Corporation Ltd.(NAWADCO).(Drafting and fast tracking the process)
Haj Management:
1.Visited Kualalumpur, (Malaysia) 2013-14 to study “Tabung Haji”- Malaysian model of Haj Management: He visited Kualalumpur twice as Member of Ministerial Delegation of the Ministry of Minority Affairs, Government of India, to study “Tabung Haji”-Malaysian model of Haj Management in order to learn best practices to make Indian Haj Management subsidy free yet affordable and comfortable, during 2013-14. Based on the report of the Delegation, SBICAPS, an investment banking subsidiary of SBI, was engaged to prepare a feasibility report as to how to implement best practices of “Tabung Haji” in India. Tabung Haji established in 1963, is an economic organization which invites savings of prospective Haj Pilgrims and invest it in different economic institutions. As on today their total assets stands at RM 82.64 billion i.e. 20.6 billion USD.
2.Member of the Committee (Ministry of Minority Affairs, GOI) to shift Haj management from MEA to Ministry of Minority Affairs: He had the privilege to be part of the Committee to have day to day coordination with the MEA to discuss modalities to shift Haj management from MEA to the Ministry of Minority Affairs. He was also entrusted with the responsibility to prepare a presentation to GOM constituted to consider shifting of Haj. He prepared the presentation under the guidance of Hon’ble Minister of Minority Affairs, Secretary of the Ministry and the Joint Secretary in-charge, based on the report prepared by SBICAPS.
3.First Director-in-Charge of Haj in the Ministry of Minority Affairs: With the change of government at the Centre in 2014, things became easy and the Haj Management was shifted from MEA to the Ministry of Minority Affairs after a meeting between Hon’ble Minister of Minority Affairs, Dr. Najma Heptulla and Hon’ble Minister of External Affairs, Smt. Sushma Swaraj and He was given additional charge of Director, Haj. During the period involved with the process of setting up infrastructure for Haj Management, selection of workforce to be deployed in Saudi Arabia to look after Haj Pilgrims and selection of buildings in Makkah and Madinah (Saudi Arabia).

National Waqf Development Corporation Ltd. (NAWADCO):
Founder Director, NAWADCO: His association began with the organization since its inception in December, 2013 as Founder Director of NAWADCO.
First Executive Director, NAWADCO: Later, he joined NAWADCO as its First Executive Director, in May 2014. During the period, he travelled crisscrossing the country, meeting the officials and political and community leaders and identified 77 invaluable pieces of Waqf land for commercial, educational and institutional development. Out of these properties, initial work on 4 properties had started with development cost of Rs. 400 crores.
Designed professional Waqf Properties Development Models: He under the guidance of Hon’ble Minister of Minority Affairs designed various development models keeping in view the character of Waqf. He also engaged Delloit to prepare a report, SOPs, KPIs, Finance and HR Manuals to make NAWADCO as a professional organization.
MOU with NBCC for the development of Waqf properties for Rs.400 crores: He was instrumental in signing an MOU between NAWADCO and NBCC, a Navratna PSU under the Ministry of Urban Development to develop Waqf land across the country initially develop 4 Waqf properties for Rs. 400 crores in 2015.
Bringing Bankers on board to raise financial resources: Under the patronage of Hon’ble Minister of Minority Affairs, He organized a meeting nationalized and private banks and financial institutions in Mumbai to find ways and means and look into the modalities as to how to raise financial resources for the development of commercially viable Waqf properties across India.
Maulana Azad National Academy for Skills (MANAS):
Founder Member Board of Directors and First Vice-Chairman, MANAS: Under the ageis of Ministry of Minority Affairs, Maulana Azad National Academy for Skills was established in 2015, primarily focusing on providing skill sets and a bridge course to the school drop-outs in order to connect them with gainful employment. During his tenure (2015-2016)under NAIMANZIL scheme around 80 thousand Madarsa children & school drop outs were trained and employed.

Contribution as Secretary/OSD to Deputy Chairman, Rajya Sabha:
During his twenty-four (24) years in his capacity as Secretary in the office of Hon’ble Deputy Chairman, Rajya Sabha, he got the opportunityto work for the promotion and strengthening of democracy and parliamentary system. This gave an opportunity to network with national parliaments globally, world organizations like United Nations, UNDP, IPU, CPA etc.
Moreover, he also go the opportunity to closely monitor the functioning of both the House of Parliament (Rajya Sabha & Lok Sabha) as Private Secretary to Hon’ble Deputy Chairman Rajya Sabha. He assisted the Chair in discharging his/her duties. He was fortunate to be part of some of the historic debates on various important legislations/issues by the legends like Late Shri Atal Bihari Vajpayee Ji, Late Shri Chandra Shekhar Ji, Shri L. K. Advani Ji, Late Shri Pranab Mukherjee Ji, Late Shri Janeshwar Mishra Ji, Late Shri Ramjethmalani Ji, Shri Sharad Pawar Ji, Late Smt. Sushma Swaraj Ji, Late Shri Arun Jaitley Ji etc.
Contribution in the Parliamentary Committees:
1.Provision of Computer Equipment Committee: He assisted the Hon’ble Deputy Chairman, in her capacity as Chair person of Provision of Computer Equipment Committee to identify appropriate computers, palmtops, laptops and hand held devices for the use of Hon’ble Members of Parliament. He closely worked with government agencies i.e. NIC & NICS for smooth functioning of the committee and timely supply of equipments to Hon’ble Members of Parliament & officers of Rajya Sabha.
2.MPLADS Committee: He assisted the chair in order to bring about important reforms in the functioning of the committee and effective and timely utilization of funds for the larger benefits of the targeted people and under developed areas is various constituencies of Hon’ble Members of Parliament. Utilization of funds in Gujarat after the unfortunate Earthquake and deadly Cyclone in Odisha are the shining examples.
3.Committeeof Sub-Ordinate legislation: During the tenure, he assisted the Chair to look into the Rules of various organizations notably All India Institute of Medical Sciences (AIIMS), Nursing Council of India & Ombudsman. Based on the Report of the committee, important reforms were brought in for the affiliations of new nursing colleges and rate of education loan was brought down subsequently to the level of what it is today.
4.Secretary to President, Inter-Parliamentary Union (IPU) 1999-2002: As Secretary to Hon’ble Deputy Chairman, Rajya Sabha, He also assisted her in her capacity as President, IPU. Hon’ble Dr. Najma Heptulla got elected unanimously as President of IPU for three (3) years term 1999-2002. It was indeed a very important phase of his career. IPU, a body of 177 parliaments of the world has it’s headquarter in Geneva (Switzerland). Part of the Indian Parliamentary Delegation on the issue “Fight Against Terrorism”
After the terrorist attack on Parliament on 13th December, 2001, accompanied the Indian Parliamentary delegation to Kuwait, Saudi Arabia, UAE and Sudan in order to sensitize the friendly countries aboutthe threats of international terrorism.
9/11 Resolution against terrorism drafting committee (Burkina Faso): Contributed in drafting the resolution against terrorism in the IPU conference in Burkina Faso, 9-14 September, 2001.
Dialogue between Cultures & Civilization, Amman: Attended the initiation of debate on Dialogue between Culture& Civilization to fight global terrorism at Amman in the year 2000.
Journey of 36 years– a great learning process:
During last 36 years, while undertaking the responsibility of administration, he got the opportunity to work very closely with some of the most prominent leaders of the country and has travelled extensively across the globe as part of Parliamentary and Ministerial delegations attending important conferences/meetings on varied subjects.
He constantly focused to strengthen public grievances redressal system during my entire career, working in different capacities. He had organized several Conferences, Seminars, Workshops, meetings on varied issues of social and national importance like Education, Environment, Children’s Rights, Women’s Rights, Terrorism, Empowerment of Minorities, Waqf and Haj Reforms etc.
Further, his deep involvement with most eminent institutions such as Parliament of India, Ministry of Minority Affairs, Ministry of Agriculture, United Nations, Inter-Parliamentary Union (IPU), Indian Council for Cultural Relations (ICCR) has greatly added to his skills and become my invaluable asset which will surely come in handy wherever in he give the opportunity to serve.
He is asocial thinker and a motivator with special focus on education, training and employment for the children/youths of educationally, economically and socially marginalized sections of the country. He has helped and motivated numerous individuals and NGOs to work for the empowerment of the educationally deprived/marginalized people.
